Reminder:
 
Walworth County Emergency Homeless Shelter will hold a meeting September 12th 6:30 p.m. at Chapel on the Hill, N2440 Ara Glen Drive (just off Hwy 50) Lake Geneva.  Recent publicity over housing people in tents and earlier in the year in our area churches has caught the eye of many concerned citizens.  We met with the Delavan City Administrator as well as Walworth County Administrator David Bretl, and most recently, representatives from Congressional Representative Paul Ryan's office.  All Walworth county churches, city and town administrators, board members, mayors, police departments and interested people are urged to attend the meeting.

IMPORTANT                    SHELTER                    NEWS

 

As requested by those in attendance at our last meeting, we will gather on Thursday, June 22nd, 9:00-11:00 a.m. at the Delavan Community Center in the strip mall on Geneva Street (Hwy. 50) between Ace Hardware and the Community Bank…820 E. Geneva Street, Delavan. 

 

The purpose of the meeting is to evaluate the successes and failures of our first year’s shelter work for the homeless and to make plans and changes for the coming year.  Having been reduced to seven host churches, we are pleading with you to consider participating as a host church in this coming year.  For those who are participating as a host church, please make a deliberate and concerted effort to contact and invite your colleagues to one, be at the meeting, and secondly, to pray about participating in the shelter project which begins September 3rd of this year.

 

For the summer months, we have set up tents on property donated to us by the Masonic Lodge, located at 1007 S. 2nd Street (Hwy. O South) in Delavan.  At the site we have rented port a potty and sink facilities and a gas grill for cooking.  Currently we have three temporary residents.  To make arrangements, call the shelter phone 903-WARM (9276).  We encourage you to provide food that can be prepared in a campsite setting for people you may be recommending to our “tent city”.  Clearly, this is a trial situation and we’ll access at the end of the summer how this is working.  More information will be provided at our June 22nd meeting.

Dear Everyone....
 
  The following is a complete calendar from the start of the Shelter through to the end of May.  We'll need to have another meeting closer to that time, ...the actual date and time will be scheduled later.  FYI, Father Bill Myrick, from Christ Episcopal Church, Delavan, will be out of state on a sabbatical from April 24th until approx. May 20th.
 
Also included are the Shelter Rules for Guests in English and the newer Spanish translation -  thanks to Pastor Ricardo Broach!
 
We are still waiting on an email that we can forward to everyone showing the resources available in our county, we received a photocopy of those resources at the last meeting, but it was our understanding they are updated several times per month, and we have not yet received an email update that we can forward to you all.  If someone has access to that, please send it to christchurch@pensys.com  Thanks.
 
Don't forget that one resource available for food is the SunMist Cafe in downtown Delavan (Walworth Ave.), they will give you their left over food - soup, salads? for the Shelter guests.  That food is available after 8 p.m. each day, (call first, and identify yourself as a Shelter Site Host) and although it may be too late for the dinner meal that night, you may be able to use it the next day, or as items for lunches if you pack them for the shelter guests.
 
Thanks again to everyone for all you are doing!!  Don't forget to spread the word to other churches in your denomination in Walworth County, or other churches in other towns within Walworth County who are not already involved in the Shelter.

Rules for Shelter Guests

 

Shelter Guests must remain in the building once they enter. No coming and going.
 
No smoking, no weapons, no alcohol or drugs permitted.
 
No violent, threatening behavior or fighting or arguments tolerated.
 
Guests must remain in the designated shelter areas of the building.  Only Shelter Workers are allowed in the kitchen area of the shelter.
 
Valuables & belongings are your own responsibility, the shelter is not responsible for lost or stolen articles.

 

Lights out at 10:15, quiet should be observed after lights out.

 

Wake up & breakfast at 6:00 a.m.
Shelter guests must leave by
8:00 a.m.

 

Infractions of these rules could result in explusion from the emergency shelter.

REGLAS PARA LOS HUÉSPEDES DEL REFUGIO

Una vez entrado en el refugio, hay que quedarse en el edificio hasta la mañana siguiente. Si uno sale antes de la hora sin permiso, no se puede regresar adentro.

No se permite fumar, ni llevar armas, ni alcohol, ni drogas en el refugio.

No se tolera ni comportamiento violento, ni amenazas verbales o físicas, ni discusiones, ni pleitos.

Los huéspedes deben quedarse en las áreas señaladas del refugio.

Los objetos de valor y las pertenencias del huésped son la responsabilidad del huésped mismo. El refugio no tiene responsabilidad por ningún artículo perdido o robado.

Las luces se apagan a las diez (10:00) de la noche. Se espera que haya silencio y tranquilidad después de esa hora.

La hora de despertarse y desayunar son las seis (6:00) de la mañana.

Los huéspedes deben salir del refugio a las ocho (8:00) de la mañana.

Walworth County Emergency Overnight Shelter Meeting

There will be a meeting on Thursday March 16,

9:00 a.m. at Christ Episcopal Church,

503 E. Walworth Avenue, Delavan. 

All Walworth County churches and interested people are urged to attend.  We would like to get more churches involved in hosting the shelter.  As you can see by the map, the majority of the host churches are in Delavan, with one host church being in Elkhorn and one near Lake Geneva.    Ideally we could have host churches in each community of the county.  Those who have hosted have found it to be an extremely rewarding experience and will be on hand to answer any questions you may have about becoming a host church.  If your church is not a host church, please attend the meeting to find out the details about becoming a host church.  For more information, please call Christ Episcopal Church (262) 728-5292.

Incase you missed the email about the new Shelter Phone....

The Walworth County Emergency Overnight Shelter now has a cell phone; the number is 262-903-WARM (9276). This cell phone will travel with the beds, etc. from site to site.  Someone at the hosting church will have it with them at all times during their week so that other churches, agencies, etc. can reach the appropriate shelter site at any given time to arrange shelter.

Update from Chapel on the Hill on their week of hosting the Shelter:

I thought you might like an update on the status of the shelter occupants this past week, Feb19 -26th.

We had four men most of the week, a new gentleman, Randall, joining us on Sunday night. Oh yes, Len's dog, Sammy, was with us too. No Problems!
 
Everybody had a good week and Victor was able to move into Twin Oaks on Saturday when a room opened up.
 
Currently Bryon, Len, and Randall are in St. Andrews care and are being put up at the Super 8 Hotel this week. My wife and I are dog sitting for Sammy.
 
The Emergency shelter phone, 1-262-903 WARM, was given to Ann Schuh from St. Andrews for this week.

02/25/2006 update Hello All,

 
  The Walworth County Emergency Overnight Shelter now has a cell phone, the number is 262-903-WARM (9276).  Because we have a limited time plan and after that time, pay by the minute, it should only be used for Shelter purposes.  This cell phone will travel with the beds, pillows, totes, etc. from site to site.  Someone at each church should have it with them in non-shelter hours so that other churches, agencies, etc. can reach the appropriate Site of the Shelter at any given time.
 
Please pass this on to others we may have overlooked in sending this email out to.  Sorry if we've missed anyone.
 
We also need to schedule a meeting, or arrange somehow to continue the calendar of shelter sites.  We are wondering if some of the other churches who had expressed an interest previously and were waiting until their congregation or church councils gave approval, are now ready to host a week for the Shelter?
 
More info about a future meeting will be out next week.  Any suggestions from any of you is welcomed and appreciated.

P.S.  Christ Church had wonderful experiences hosting the Shelter the week of Feb. 12 - 19th.  The 3 men and one dog we had as our guests were very nice, the dog well behaved and had NO problems with them at all.   We found them to be very nice men, and  our people were blessed by the experience of coming to know them.  We continue to hold them in our prayers, as well as all who are hosting & assisting the Shelter and helping out too
 

02/09/2006 update Dear all....

 
   We've had several more contacts from individuals and churches expressing interest in wanting to know more about the Emergency Shelter ... I had sent this out to a member from the Walworth UCC (Jack Meredith), and although some of it is repeat information for many of you, (the forms etc.), some of it may be information you would like to pass on as well.  The latest updated calendar of sites is also included as well as a brief history so far, from what we remember.  Apologies if we've missed anything we should have included.  We are still working on getting the cell phone for the Shelter and will let you know soon the number and more info.  We also should schedule another meeting for those who are still wanting to get on the calendar  (which is filled up to April 9th.).  Any ideas on when we should schedule the meeting?  Let us know.

Walworth County Emergency Overnight Homeless Shelter
An Ecumenical Ministry UpDate
"I was homeless and you took me in...."

A BRIEF HISTORY: 
For many months in 2005, a group of concerned people, churches & agencies had been meeting to come up with an emergency plan to help house the homeless in Walworth County, especially during these colder months.  We have ONE homeless shelter in Walworth County, and that is filled to capacity, with a waiting list that could fill it again.
The group has been looking at a Continuum of Care structure and a Hands of Faith model as things that could be implemented in churches around Walworth County.
 
Members of the subcommittee included Twin Oaks Homeless Shelter Manager John Hembrook, Rector at Christ Church Fr. Bill Myrick, Delavan Community Action Community Services Program Manager Jody Stickney, and Capt. Scott McClory of the Walworth County Sheriff’s Department.  After many meetings among themselves, they called meetings (held at Christ Church) of churches, concerned individuals & agencies; on November 17th approx. 35 people attended & on December 8th, approx. 60 attended.  At our latest meeting on January 19th, churches who had hosted or would be hosting, or helping met together to discuss issues, concerns, good news and more in our sheltering guests overnight.  Approx. 30 people attended that meeting.
 
At the first meetings it was decided that the homeless face emergency situations and several churches, from many denominations stepped forward to offer their facilities to help with the homeless needs.  Many more churches were going back to their communities to ask them to step forward and help too.
 
Originally the churches decided to offer housing overnight at the shelter sites to women and dependent children, and offer vouchers for hotels to homeless men.  It became apparent that women and children may have a greater need for hotel rooms and conveniences, so after the first week of operation, the decision was made to offer men housing at the site locations, and give vouchers for hotel rooms to women and children.  Unless a shelter site has facilities to be able to house both men and women separately, and the staff to care for each.  The only Shelter Site at this time that has those facilities is Chapel on the Hill.  
 
Because of the IMMEDIATE need for emergency housing Christ Church volunteered to take the very first week, starting Sunday evening, Dec. 11th at 7 p.m.  Each weeknight, from 7 p.m. until 8 a.m. each morning, the Parish Hall and downstairs bathrooms was to be in use for the emergency homeless shelter.  The shelter moved after 8 a.m. on Sunday, Dec. 18th to the next location which was Chapel On The Hill, Highway 50, Lake Geneva.  Each week there was/will be a different church hosting the Walworth County Homeless Shelter.  It was decided to run the Emergency Overnight Shelter from Sept. through May of each year.  At our last meeting we also approved the purchase of a cell phone specifically for this Emergency Overnight Shelter so there would be one phone number for police, agencies and churches to be able to contact people in charge.  This phone would travel with the beds, pillows and totes to each Shelter Site location each week.
 
We have received support from many sources, The Borg Foundation donated $3,000, The Tavern League of Walworth County and of WI donated $850, Christ Episcopal Church donated $500, Shopko gave us great discounts on the 20 inflatable beds we purchased, the Plaza Pharmacy, Elkhorn donated toiletries and first aid supplies, many other individuals have brought us bedding, donated additional monies, food, and more.  We have had publicity as well from almost all the local newspapers in Delavan, some in Janesville, and in Milwaukee too.  As the word is getting out, the shelter is being recognized more and more "guests" are being housed at the site locations.
Please keep these ecumenical efforts in your prayers as well as the guests we house and minister to.   
 
 
Ways You Can Help
 
* Volunteer at the Emergency Homeless Shelter - our shelter will depend on the work of volunteers, from those who sign people in, serve meals, provide overnight security (MEN are especially needed for this), help with set-up & light clean-up, laundering sheets & blankets, transport people & beds to the next church, or to jobs during the week, provide opportunities for movies or games, etc. on site & more.
* Each week the Emergency Overnight Shelter will operate at a different church site, each church is in charge of getting volunteers to help with their week.  However, some churches may need additional help from others outside their own church.  If you can help in anyway, at ANY of the Shelter Site locations, please let your church know that so you can be added to a list of volunteers.
* Understand Who the Homeless Are - Help dispel the stereotypes.  Learn about the different reasons for homelessness, & remember, every situation is unique.
* Respect the Homeless as Individuals - Give the homeless people the same courtesy and respect you would accord your friends & your family.. Treat them as you would wish to be treated if you needed assistance.
* Respond with Kindness - We can make a difference in the lives of the homeless when we respond to them, rather than ignore or dismiss them. Try a kind word and a smile and pray for our guests & volunteers too!

EMERGENCY HOMELESS SHELTER  FOR MEN
SUNDAY EVENING, FEBRUARY 12TH - SUNDAY MORNING, FEBRUARY 19TH  (this date is one Christ Church used for hosting)
EACH  WEEKDAY EVENING/MORNING FROM SUNDAY TO SUNDAY
Help in serving a simple dinner meal, breakfast, & a sandwich bag to go when they leave at 8 a.m. (or sooner) 
We will have the food on hand in the freezers or in the kitchen or food pantry cupboards - you will NOT have to purchase it.
Evening meals will be served if the guests have not eaten dinner.  If there is a large amount of guests, you would be called at the number you provide to come and help prepare and serve our guests, if there are a small number of guests, the overnight security will be able to provide these services.  It will be at the discretion of the security people on whether or not to call the meal servers. 
Until we know how many guests we may (or may not serve) we have purchased frozen dinners, pot pies, etc. that can be put into the oven or microwave.  Breakfast would be served between 6 - 7 a.m.,  cereal & milk, toast & canned fruit, or bagels - something simple, that will be frozen or is non-perishable.  Sandwich bags to go can include a meat sandwich or PB&J, chips &  juice box. (these supplies will be in the refrigerator or on the counter in the kitchen & can be made in the evening once we see how many guests we have to serve.)  This also involves clean up after the meals are eaten of the kitchen & table areas.

EMERGENCY HOMELESS SHELTER  FOR MEN

EACH EVENING/EARLY MORNING FROM SUNDAY TO SUNDAY
 
OVERNIGHT SECURITY
ARRIVE AT 6:30 P.M. - LEAVE BY 8:30 A.M.
(There should be AT LEAST ONE MALE present each evening/morning, of the two - three volunteers)  If we have enough volunteers we could do shifts instead of all night long.  If we have no one for the shelter by 10 p.m.,  you may leave but will be "on call" should the police come upon someone needing shelter after that time.  Shelter guests may arrive between 7 - 10 p.m., after 10 the doors will be locked and  guests must have a law enforcement person accompany them to be admitted.

Rules for Shelter Guests
 
Shelter Guests must remain in the building once they enter. No coming and going.
 
No smoking, no weapons, no alcohol or drugs permitted.
 
No violent, threatening behavior or fighting or arguments tolerated.
 
Guests must remain in the designated shelter areas of the building.  Only Shelter Workers are allowed in the kitchen area of the shelter.
 
Valuables & belongings are your own responsibility, the shelter is not responsible for lost or stolen articles.
 
Lights out at 10:15, quiet should be observed after lights out.
 
Wake up & breakfast at 6:00 a.m.
Shelter guests must leave by 8:00 a.m.
 
Infractions of these rules could result in explusion from the emergency shelter.

Each church hosting the Shelter would have certain items passed on to them from the Church who hosted the Shelter the week before. 
Items provided with funds donated to the Emergency Overnight Homeless Shelter, already purchased are:
17 inflatable single beds (with built in mechanisms for inflating) - we hope to have an additional 3 purchased in a day or two.
20 pillows and 20 pillow protectors. 
Also a box of white plastic (garbage) bags, that are to be put over the pillows, but under the pillow protectors.
9 large plastic totes for storage of deflated beds, pillows & protectors.  We will be purchasing 3 - 5 more of these in the next day or two to store the rest of the items.
The above items will be passed on to each church weekly. 
 
Each church should have their own items listed below: (some churches may wish to share these items with others?)
20 pillow cases, to put over the pillow protectors.
Linens for 20 single beds.  Sheets, top and bottom.
20 Blankets, or more. 
20 Washclothes and 20 Towels. (or more)  These are used by the Shelter guests, and then laundered (along with linens and blankets) by volunteers from the Church.
 
If your space is NOT a carpeted space, you may wish to purchase small carpets to place under the inflatable beds.
Christ Church has purchased 7 of these and will share them with others who may need them.  Contact us for use.
 
Each church can provide food for the Shelter guests as they see fit. 
Christ Church had purchased frozen dinners (pot pies, frozen chicken breasts, TV dinners, along with canned vegetables, soups, etc) and dry cereal, bread in the freezer for toast and sandwiches as needed.  We have a small food pantry, so these items will be given to others if not needed for Shelter guests.
 
Each Church could also provide toilettries.  Christ Church purchased their own toiletries to hand out to Shelter guests, soap, toothbrushes and toothpaste, personal wipes, kleenex.  A pharmacy in Elkhorn has also volunteered some items and first aid items for the Shelter.

We have been told that if a church desires a walk-thru by a sheriff or police officer, it can be done, but they must call the county or city to request it.

PROCEDURES:
 
The Walworth County Emergency Overnight Homeless Shelter provides on site shelter for MEN, and will provide hotel/motel vouchers for women, and women with children.  Look under "What if a woman or family comes needing shelter?" for additional procedures dealing with sheltering women and children or families.
 
Volunteers will be on site at the Emergency Shelter locations from 7 - 10 p.m. nightly.  After 10 p.m., if no one has come for shelter, they are to call in the "On Call" numbers of their volunteers to the local police department and to the Walworth County Sheriff's office so they can be notified should a need for shelter arise.  This should be done each night if there are NO shelter guests.  (WHEN WE GET THE CELL PHONE SPECIFICALLY FOR THE SHELTER, THERE WILL BE JUST THE ONE NUMBER THAT ALL POLICE AGENCIES SHOULD HAVE, THAT PHONE WILL THEN TRAVEL FROM SITE TO SITE WITH THE BEDS ETC.)
 
When we have Shelter Guests:  Greet our shelter guests, have them place their belongings to one side while they sit at a table to fill out the "Initial Information Intake Forms".  (This form should be filled out by those who we are giving hotel vouchers to as well - if any questions are not applicable, put in N/A in that space).  If they have dependent children with them, make sure they fill out that additional form.  Go over the information with them once they have finished filling it out.  Make sure all info is provided if possible, go over the rules again and have them sign the forms.  Check the top of page 2, Questions "Have you had any domestic violence occur lately?  Do you fear for your safety?"  If the answer to either is YES, lock the doors and do not let others in without a police escort. This is for the safety of all.  Call the police department to alert them to this (at a phone upstairs after the guest has been assigned a bed).  They may give us instructions or want to come down to talk to the person.
 
Check to make sure shelter guests have rides or transportation for the morning when they leave.  If they need rides, check to see if anyone has signed up to offer rides, and call that person to alert them as to when and where.  If shelter guests have vehicles, make sure they are parked in a municipal parking lot, not ON the street, or they may be ticketed.
 
Assign the shelter guest a bedding space.  This will probably remain their space for the entire time they are at this shelter.   Either the pillow and blankets will be on the mattresses or will be given at the time of registration.  Also some toiletries - soap, toothbrushes, etc. Each guest will get a towel and washcloth, they are to keep this in their space after use and it can be hung over the chair to dry.  Ask if they have eaten dinner (if not, start a dinner plan for them, frozen dinners and foods are in our chest freezer, canned goods are in the food pantry cupboards).  If there are a large number of shelter guests, one of the security people should call the volunteer for food preparation to come to church to assist.  If there are a small number, the security people may want to handle this. 
 
Remember to check the forms (Intake Info Form) to see if the guests want a sack lunch for the next day before they leave.  Those can be made by either the Security people, or Food Prep Volunteers before lights out time (10:15 p.m.). 
 
 After the shelter guest is settled, they can eat, or sit at a table and read.  Magazine's and reading materials will be provided.  

Lights Out will be at 10:15 p.m.   A lamp in the kitchen area will remain on for security purposes.
 
Before lights out time, remind the guests of the exits (point to the exit lights which remain on after lights are out).  Remind the shelter participants that this is an overnight shelter only.  Wake up will be at 6 a.m.  Breakfast will be served from 6 - 7 a.m.  Toast, cereal, canned fruit (from the food pantry), juice & milk.  The security people can handle this if there is a small group of guests, otherwise they should call the meal volunteer before 5:30 a.m. to come by 6 to prepare and serve the breakfasts. 
 
Remember to give out sack lunches to all who requested them before they leave at 8 a.m.  If rides are needed, call the volunteers who have signed up to provide rides well ahead of time.

After the guests leave, it would help if things could be cleaned up a little before leaving and if the garbage is full, if it could be taken out to the dumpster.  Thank you for your donation of time to help at the shelter, it is VERY much appreciated!
 
What if a woman or family comes needing shelter?
The On Site Emergency Overnight Homeless Shelters are for MEN.  We do NOT admit women or women with children.   If a woman or family enters wanting shelter, let them know you can call someone for them and get a voucher for a hotel/motel room, but they will have to wait and also fill out one of our "Information In-Take Forms".  They should be taken to another part of the Shelter away from any men who may already be housed there while they fill out a form and wait.
Call  Linda Weber at 262-728-4438 and she can give a voucher for a room.  Or if she can not be contacted, and it is before 10:00 p.m. call Robert (Bob) Drefs at 262-728-6567, who will be able to get a voucher for a room too.    
 
What if a man who comes to be shelter appears to be a threat or is intoxicated or on drugs?
Security people are allowed to decide, for the safety of all, who may or may not be allowed into the shelter due to threatening actions or substance abuse.  Call the Walworth County Sheriff's Department non-emergency # 741-4400.  Explain where you are calling from, that you have a man in need of shelter (and the circumstances),  we have been told that the County Sheriff will send a car and allow the man to spend the night in the lobby there.    If the County can not come, call your local police department and explain the situation.

What if no one comes to the Emergency Shelter by 10:00 p.m.?
If no one has come for shelter by 10:00 p.m., the security people may go home, BUT first they must call the local and county police departments with the "on call" names and phone numbers should a need arise for shelter after hours.  (Phone numbers listed on the front)  The police will then notify one of the people and that person will need to call the others to come to the shelter to give assistance.  Do NOT let anyone in or admit anyone to the shelter without at least 2 or more people present with you.  If you arrive, and no one else is there yet, you will have to wait for the others to arrive before letting a shelter guest in.  If a police officer is willing to stay with you until someone else arrives, then you could let them in the shelter.  
 
These are basic procedures, we are developing some of them as we go, any ideas that can help, please write them down so we can discuss them too.
